Two ways to recover a wallet.

Lose the phone that holds your keys and the account still has to come back to you. A SciPHR wallet recovers two ways, depending on whether the key is simply gone or possibly stolen.

For a new phone, your device restores the original master key. The key sits in an encrypted backup only you can open, through iCloud or a recovery code, and your device returns the exact key you had. The account on the ledger is untouched.

A stolen key is different. Restore it and you carry the theft back in, so the account re-keys. A quorum from your on-chain signer list signs SetRegularKey, installs a fresh key, and retires the old one. Our co-signer sits below that quorum, able to help and never able to re-key alone.

A restore hands back the key you lost. A re-key abandons the key you cannot trust, and the ledger, not SciPHR, enforces the quorum behind it.
